Fails if the Datadog organization has no monitors defined, so failure conditions would go unalerted. Reads the full monitor list via GET /api/v1/monitor.

Fails if SAML single sign-on is not enabled for the Datadog organization. Reads GET /api/v1/org and treats a missing or false `settings.saml.enabled` as a failure (fail-closed) — the application key needs org_management read to see this.
